Singapore's National AI Strategy 2.0, launched in December 2023, treats AI as a strategic necessity for Singapore's economy and society, not a luxury. It is built around three systems: driving AI activity across industry, government and research; growing people, skills and communities; and strengthening the infrastructure and trusted environments needed for compute and data at scale.
AI in Education & Workforce
EdTech Masterplan 2030 & NAIIP
MOE is weaving AI into teaching and learning through AI-enabled tools in the national Student Learning Space, guided by an AI in Education Ethics Framework, while the National AI Impact Programme will support 10,000 enterprises and equip 100,000 workers to be 'AI-bilingual' by combining AI skills with domain expertise in areas like accountancy, law and HR.
World-Leading AI Governance
AI Verify & Agentic AI Framework
Singapore launched AI Verify, the world's first AI governance testing framework and toolkit, in 2022 and open-sourced it in 2023. In January 2026, it unveiled in Davos the world's first Model AI Governance Framework for Agentic AI, setting global guidelines for safely deploying autonomous AI agents while preserving meaningful human accountability.
Global AI Hub
60+ AI Centers of Excellence
More than 60 AI Centres of Excellence and major AI facilities across finance, manufacturing, logistics, healthcare, agri-food and digital infrastructure have been set up in Singapore by global tech firms, leading enterprises and research institutions. Together with flagship R&D hubs from companies such as Google and sectoral AI centres focused on financial services, smart cities and advanced connectivity, this network positions Singapore as a key destination for AI talent.

Budget 2024 and Subsequent Commitments: Over S$1 Billion Investment
The government has committed over S$1 billion over multiple years to advance AI, including at least S$500 million for high-performance computing and advanced AI chips, as well as funding for Centers of Excellence and AI talent and industry development.
S$1 Billion for AI Research (2025-2030)
In January 2025, Singapore announced over S$1 billion in new funding for the National AI Research Programme through 2030, focusing on public AI research to boost global competitiveness and develop cutting-edge AI capabilities.

Singapore ranks second globally in Salesforce's 2025 Global AI Readiness Index and first among 109 countries in Coursera's 2025 AI Maturity Index, underscoring its position among the world's most AI-ready nations.
Budget 2026: 100,000 'AI Bilingual' Workers by 2029
Under the new National AI Impact Programme (NAIIP), Singapore will train 100,000 workers to become 'AI bilingual' — combining AI know-how with domain expertise in fields like accountancy, law, and HR. The programme also targets uplifting 10,000 enterprises to integrate AI, with IMDA expanding TeSA into non-tech professions for the first time.
AI-in-Education Ethics
Singapore's Ministry of Education has introduced a dedicated AI-in-Education Ethics Framework to guide how students and teachers use AI-enabled tools such as adaptive learning systems, building on the broader national Model AI Governance Framework and related guidance on responsible AI use in schools.
